Reduce inmate idleness by increasing opportunities for exercise, sports, cultural and religious activities. Active inmates are less likely to feel stressed and hostile. Classify and house prisoners according to their level of risk. Lower risk groups require less security and can be managed on a lower security basis.

Do offenders who work and cooperate get released from prison?
If an offender can lie around and cause chaos to correctional officers and other offenders, is this any different than those offenders who work and cooperate? With the elimination of parole, my answer would be no. Abolishing parole, means no incentive, offenders serve their max time and then are released regardless of being cooperative or not.
Why are most inmates not eligible for parole?
Although, most of the inmates are not eligible for parole; they state they have nothing else to lose and if they want to hurt another inmate or correctional officer, they’ll do it. This type of attitude could be detrimental to the prison system because it’ll cause chaos—inmates and correctional officers could be injured or killed.
