You are not able to register your puppy with the CKC if their mother is not. Once a dog is registered with one of these breed clubs, you can request CKC registration. This is done by filling in a CKC canine registration application.

Can you get a toaster Dog registered with the CKC?
If by CKC you mean Continental Kennel Club, then you can get CKC registration for your toaster if the check clears. AKC will not recognize the Continental Kennel Club (neither with the Canadian Kennel Club, UKC, Kennel Club [UK], or the FCI… they are not reputable) and thus the pups couldn’t be registered with anything but a scam registry.
