Why are the Hulk movies not considered part of the MCU?

Because of the recasting of Bruce Banner and the fact that the movie wasn’t that successful (and that there were no later solo Hulk films), it doesn’t get mentioned as much, but technically the shared Marvel cinematic universe was first showcased in that movie with the appearance of Downey as his Iron Man character.
