Can I find out how many times an app has been downloaded?

There is no official way to see the exact number of downloads of an app unless you use external resources. Google Play does, however, give you an approximate number of downloads for each app available on the store. Sensor Tower is an external resource you can use to check how many times an app has been downloaded.
