Is Horakhty stronger than Exodia?

In the anime exodia lost against zorc and horakhty beat zorc. Exodia can EASILY KILL HORAKHTY since it is much easier to summon him and he is the most POWERFUL.

What are the rules for Exodia the forbidden one?
