Can civil engineer become loco pilot?
I am sorry to say that you can not eligible for railway Loco pilot with civil engineering. You can have ITI or diploma degree in automobile or electronics or mechanical or electrical steams. So you can not eligible with civil engineering stream.

When will the rrrrb ALP and technician admit card be released?
RRB ALP and Technician admit card or hall tickets will be made available for download seven days before the commencement of exam. The first stage of CBT will be conducted in multiple shifts. Those who secured qualifying marks in first stage of CBT, will be called for second stage of CBT.
