Yes and no. The US Military provides members BAS pay (Basic Allowance, Sustenance) that is meant to pay for food. This pay is docked when you are deployed or live in a barracks with easy access to a base galley/kitchen/mess-hall. If I recall, there is an “opt out” system.

Basically the card is only used on a designated military base that it was issued on. Each time you go to the chow hall, you are deducted a flat $3-$5 rate on breakfast, lunch, and dinner.
