Can a govt employee register in Bar Council of India?

No, A government employee cannot register with Bar Council of India for Practicing as an advocate. Read: Bar Council of India Rules and Advocates Act. A Lawyer, according to Black’s Law Dictionary, is “a person learned in the law; as an attorney, counsel or solicitor; a person licensed to practice law.”
