- If you have time, stop and talk with them.
- If you have the time and money, offer to buy them a cup of tea, or a sandwich or pasty.

I would say yes it is unethical. Most of the beggars who beg do not do it because they are actually poor, they just are lazy to find work and earn money, they find begging a easier way to get more money. It would be ethical to give money to only people who are physically handicapped or too old to work.

To stop begging, citizens have to take the initiative and instead of money give food and clothes to them. Once they run out of money the beggars will have no choice but to work. Secondly, the government should provide them free shelter so they will not be under pressure to pay extra for lodgings while they work.

Acknowledge the beggar. Instead of ignoring them, look at them. Nod, smile, or say hello to show you are aware of their presence. This is a compassionate response that won’t cost you any money.
