Blast compressed air directly on the heat sink. It only takes a few good squirts to clean a blockage. If it’s persistent, allow a few seconds before repeating. Carefully wipe off any residual thermal paste.

What happens if you scratch a CPU?

if there are scratches on the top (protective) covering of your CPU, there is no problem there, just like if there are scratches on your car it won’t affect its function. These scratches probably happened because you used too much force when attaching the heatsink but it’s not a big deal.

Can you reapply a CPU cooler?

Worst case scenario, deeper scratches/gouges can allow heat to concentrate in a small area and physically damage the CPU, leading to crashes/errors over time that won’t be immediately evident by the temp sensor on your chip. It’s hard to tell for certain from your photo how bad the scratches are, but personally I wouldn’t put that on my chip.
