What is the difference between positive and negative moment reinforcement?

In positive reinforcement, a favourable stimulus is added, whereas, in negative reinforcement, an unfavourable stimulus is removed. Stimuli involved in positive reinforcement, have pleasant outcomes. Conversely, in negative reinforcement, the stimuli can have unpleasant or even painful outcomes.

Can moment of force be negative?

If the moment of force is assigned a negative value, it means the clockwise tendency of force.

Why is anti clockwise moment positive?

This is because of the right hand screw rule. If u move ur fingers in anti clockwise direction the thumb points upwards indicating positive direction. If u move ur fingers in clockwise direction the thumb points downwards indicating negative direction.

As explained in other answers it is conventional to draw bending moment diagrams the bending moment is drawn on the tension side of the member and on horizontal beams the positive moments are drawn below the member. When using stiffness methods like slope deflection or moment distribution a different convention is used.
