Are prisoners always handcuffed?
As a rule, most prisoners will have to wear at least handcuffs as a minimum restraint. Often, a belly chain is added so that the prisoner’s hands are shackled to the waist. When a prisoner is shackled at their hands, legs, and around their waist, this is commonly known as being placed in “full restraints”.

But our visitation room was IN the housing area via video screens, so we did not need to have restraints on.

In my experiences doing time in medium security facilities, no. Inmates are subject to strip searches before and after the visit to check for contraband, however, inmates in general population are not brought to visiting rooms in handcuffs and shackles.

The visits usually take place on weekends and select holidays ONLY. If you are in the general population you can have contact visits for several hours every Saturday and Sunday.
Why do the prisoners have hand cuffs?
The prisoners had hand cuffs because they were new intakes! 3 you may glitched in a wall try removing the wall. then just rebuild it. Sadly, it appears to be a save-breaking glitch. Either way, I’ve started a new save that’s better then my old one, but thanks to everyone who tried to help!
