Can ATX graphics card fit in micro-ATX motherboard?

You can put any size gpu on any size motherboard, be it the huge e-atx or the tiny mITX, it doesn’t matter in the slightest. The ONLY consideration necessary for gpu sizes is if it will actually fit inside the case.

Do I need a ATX motherboard?

If you want to build a budget-friendly gaming PC, your best bet is to go with a micro-ATX motherboard. The only real difference is that standard ATX motherboards offer better aesthetics, more PCIe slots, and beefier VRMs for overclocking.

RTX 3070 is PCIe 4.0 compatible and have backward compatibility with PCIe 3.0 as well so as long as you have a PCIe 3.0 compatible motherboard and a PSU which can deliver enough power to the card there will be no issue.

Other ATX motherboards do exist, such as XLATX, however are very uncommon for standard hardware. 1: ITX is an extremely small motherboard form factor, developed by VIA Technologies. It is fully electrically compatible with ATX standards, and will fit into any other ATX case.

This means you should check the GPU specifications and compare them to the motherboard specifications.
