Can I change 15amp to 13amp?

U can just use the 13A power extension on the 15A socket. As long as your appliances do not take a total of over 13A it should not be tripping.

Can I put a 16amp fuse in a 13amp plug?

No. It’s illegal. Any device that isn’t intended to be fitted with a plug, cannot be fitted with a plug. Any fuses must comply with BS 1362, which allows for a max of 13A.
