Keep working, and keep preparing for better IT jobs. Let them remove you, in that case you no need to pay bond amount and they will give relieving letter, after that you can join in a new company.

Is relieving letter mandatory to join another company?

I don’t see any problem there. If your present company has accepted your resignation and is ready to relieve you of your duties, then surely you won’t face any problems getting the letter. Ask you current HR to write you a mail stating the reason for not giving the relieving letter in June itself.
