Manufacturing in defence sector is governed through industrial licensing under the Industries (Development and Regulation) Act, 1951 and Arms Act 1959/Arm Rules 2016. However, in 2001, the Government allowed 100\% participation by Indian private sector in defence manufacturing subject to licensing.
