Can you get CAC card before basic training?

In order to obtain a military ID card, you must be registered in the Defense Enrollment Eligibility Reporting System. Your initial entry into this system may happen at Basic Training or at your first assignment.

Can you get on any military base with a CAC card?

Your CAC can be used by you to enter any military base which has open facilities for military personnel. Some military facilities are Restricted Areas in their entirety. They are generally mission-specific facilities, not full-service military bases.
