Can you use a NVIDIA GPU on a AMD motherboard?

Yes, a NVIDIA video card will work on either an AMD or Intel based motherboard as long as the motherboard has the proper PCI slot.

Can I use Ryzen CPU with NVIDIA GPU?

Ryzen 9 will hold up every NVIDIA high-end GPU, and TBN also says that it will bottleneck Titan RTX (x1, 100\% clock)… Of course you can. You can also use an AM GPU with an Intel processor.
