Why does Arya not kill the Hound?

Arya does not kill him because he wants to end this suffering, whereas she, wants him to suffer. She sees this as her retribution. He is finally answering for his sins. Killing him would let him escape this agony. It would be an act of mercy, something she belives the Hound does not deserve.
