Do Bluetooth beacons need an app?
Do users need an app in order to interact with beacons? Yes. Interaction is possible only if the user has a smartphone app with Bluetooth Smart enabled. Otherwise the mobile device will ignore any signals from beacons.

First, in order to connect to a BLE device, the target device must be advertising that it is connectable. Second, a connection can be made without pairing, with pairing being left as an optional security mode. Finally, a connection does not have to be made in order to get data from a remote device.
Do Bluetooth beacons need Internet to receive notifications?
BLE beacons do not need internet to receive notifications. It only requires a Bluetooth enabled smartphone. However, the internet plays a role when you want to navigate the user to a web page. Without internet the user will not be able to access the URL you attach.
Do I need an app for the Beacon?
That’s about all you can do without an app though. The Beacon itself will always work, sending out its advertising packet on whatever interval and containing whatever info was coded in the firmware by the owner. But, as a user, not much you can do accept discover it. The answers I have seen so far are only providing partially correct information.
Do I need an app to receive iBeacon notifications?
In the case of Apple’s ibeacon, you do need an app or service aggregator/generic appto receive notification. This is an enforcement by Apple to refrain anyone from spamming customers. Where as in Eddystone, the url can be pushed through the Chrome browser.
Can I use Eddystone beacons on iOS and Android devices?
BTW, websites do not push notifications. Website interaction is initiated by a properly configured beacon sending a message to a phone in the vicinity. Short answer…on IOS there is no chance, without a specific app installed to interact with Eddystone format beacons. For Ibeacon hardware on IOS or Android a 3rd party app is necessary.
