Bugs eventually die in the never ending process of ecological recycling on earth. So, they do not go to heaven.

So, no mosquitoes in Heaven and any animals that were there would be expressly created to live there. When a pet died on earth they would be gone for good. I personally think that this view that animals have no soul is a potentially dangerous one. For some people, it can lead to abuses of animals.
