Do foreigners give JEE?

Foreign students can take admission in IITs through JEE Advanced Online Test. JEE Advanced Examination is conducted for admission into various undergraduate programmes across 23 Indian Institutes of Technology (IITs).

Coaching institutes are there for it to propel the aspirants. The exam is overrated because clearly toppers emerge from good coaching institutes now a days(IIT JEE was cool in 80s or 90s) following a rigorous practice of solving problems faster.
