Do I need a case fan if I have liquid cooling?
Your CPU might be cold as ice, and that won’t help when the motherboard will overheat. Yes, most cases will not work well without case fans.
How many fans should a PC have with liquid cooling?
A minimum of 2 case fans is needed. The first one is for taking in the cool here (intake) and the other one is for bringing the hot air out (exhaust). The CPU is the one that needs most of the cooling and then the GPU.

Play around with the positioning of the fans, you might find that one fan up top and one in the rear consistently provides a few degrees lower temps than both of them in the rear.
