Does everyone in the Navy live on a ship?

If you are married and your spouse is on your orders or you got married while in service you CANNOT live in the barracks. If you are receiving BAH (or are supposed to) then you cannot live in the barracks. You do not apply for BAH before you have a place to go, usually.

Can an unmarried soldier live off base?
Army policy allows single members in the paygrade of E-6 and above to live off base at government expense. The Navy policy allows single sailors in the paygrades of E-5 and above, and E-4s with more than four years of service to reside off base and receive a housing allowance.
How long are sailors assigned to ships and submarines?
Most Sailors are assigned to ships or submarines for three year periods, followed by three years of shore duty. That does not mean they will be deployed to sea for the entire three years that they are assigned to a ship or submarine.
Can Special Operations soldiers stay on board ships?

Are there any shore duty opportunities outside of the US Navy?
A: Very limited opportunity exists for shore duty outside of the normal fleet-concentrated areas. The availability of billets, the priority of those billets and a sailor’s career path will be the primary deciding factors of their next assignment. However, there are recruiting duty opportunities in every state.
