This paper assesses the effectiveness of foreign aid in reducing poverty through its impact on human development indicators. Our results show that NGO aid reduces infant mortality and does so more effectively than official bilateral aid. The impact on illiteracy is less significant.

Foreign aid has been used, particularly in poorer countries, to fund or to monitor elections, to facilitate judicial reforms, and to assist the activities of human rights organizations and labour groups.

The main findings of the study are summarized as follows: firstly, foreign aid does have a statistically significant poverty reduction effect in SSA. Secondly, the disaggregation of aid by source and type shows that total ODA, grants and multilateral aid have poverty reduction effects.
