Does it matter where you put breakers in a panel?

There really isn’t a code issue on where to install various breakers, but most of what you said is a preference. Best practice is to install the highest rated breakers as close to the main as possible. Other than that, its mostly a preference.

If I were going to add a 40/2 breaker to a panel that was full of 15 and 20 amp circuits I would move the small breakers close to the mains to another location so the 40 could go closer to the source. That will simply cool off the panel a bit since the whole panel will not heat when the 40 comes on, but only that between the 40 and the source.
