How did all might pass his power to DEKU?

It is a quirk that can be passed from one person to another and it gains more power each time it is passed. All Might gave Deku (Izuku) a sliver of his power by making him eat one of his hairs.

Bakugo was going to figure out the secret behind his newfound powers even if it killed him. A confrontation occurred between the two, and Deku knew it would just be more trouble to lie, so he confided in his old friend. In doing so, the dynamic between them changed for the better, and they are now able to have a healthy rivalry.

He knew All Might defeated All for One with ember of OFA left in him, so he guessed he would be able to fight the last battle without whole OFA. Bakugo didn’t object to the idea, since also knew there was no choice. After the battle it turns out OFA still remained in Midoriya.

Bakugo knew All Might met Midoriya (who was quirkless at the time) (and him) when he was captured by a monster in episode 2 or 3 of the first season. After that Midoriya started to show All Might’s powers.

Now, Bakugo didn’t surrender One For All. The quirk chose to return to Midoriya. Furthermore, Bakugo wakes up with his arms broken, having no memory of how the fight ended or inheriting One For All.
