There are certainly a lot of fans outside of the specified TV markets, for certain. I am sure the other two Wisconsin markets carry Packers games for the most part, as an example, and the Grand Rapids market in Michigan is almost large enough to hit the top 30, and I’m sure always carries Lions games.

The NFL does allow in some cases for secondary markets to go beyond the 75 mile radius in part to help draw fans to attend the game. Some of these exceptions are in Charlotte where many of its secondary markets lie outside the 75 mile radius (Raleigh).
