What is the best book for learning number theory in INMO?

You can begin with “Mathematical Circles” by Dmitri Fomin. Then you can use “Excursion in Mathematics” by Bhaskaracharya Pratishthan Pune (excellent book: especially for INMO). For number theory I would prefer you use Titu Andrescu.
