How is CAG appointed India?

CAG is appointed by the President by warrant under his hand and seal and provided with tenure of 6 years or 65 years of age, whichever is earlier. CAG can be removed by the President only in accordance with the procedure mentioned in the Constitution that is the manner same as removal of a Supreme Court Judge.

The selection process is conducted twice each year and is a month-long process (American Heroes Channel, 2013), March and September, somewhere in the Appalachian Mountains (Pruitt, 2016). Candidates during the selection and training phases are affectionally known as ‘CAG Babies’.

Why is the procedure to appoint the CAG considered faulty?

Such a procedure is faulty as there is a conflict of interest. The CAG is an auditor to the government of India, which is headed by the prime minister. If the head of the auditee is to select an individual for auditing his organisation, there is a danger of some ‘pliable’ person becoming the CAG and it may dilute the accountability process.

How is the CAG appointed in New Zealand?

The Public Audit Act (2001) of New Zealand provides for the appointment of the CAG by the Governor General on the recommendations of the House of Representatives. Japan has a Board of Audit with an Audit Commission consisting of three Commissioners and a General Executive Bureau.
