A 13th level human Druid can simply choose to be in Dwarf form, gaining permanent Darkvision and a +2 Size bonus to Str, or a Gnome to get permanent Low Light vision, small size, and a +2 size bonus to Dex, or switch back and forth, or take another form. This is a good power. Note that you cannot use it in conjunction with Wild-shape.
