Is 30 too old to become an Army Ranger?

Once you are enlisted, before aged 35, you can request Ranger training at any time (assuming you passed Basic and AIT; wash out of either of those and you will be separated from the Army. Soldiers in combat arms, especially infantry, are old men by the time they are 30, with 12 years in.
