Most models of the 1050Ti do not require additional power and only use the 75Watts from your motherboard PCI slot. 450watts is most definitely enough, even if the particular card does require one additional 6 pin connection.

No it will not work. The H110 chipset is designed for 6th and 7th generation Intel processors. The i3–9100F is a 9th gen CPU (hence the -9 in the name). This CPU requires a 300-series chipset such as H310, B360, Z370, etc.
