Is Ash Ketchum a good person?

Yes. At least in my own opinion, he’s extremely competent. He consistently gets better as well. Take Kanto-Ash wasn’t that strong yet, and Charizard recognized this fact and therefore refused to do as told.

Why is Ash always the chosen one?

Intially, when all the inhabitants were celebrating, unaware of the imminent tragedy, Ash is elected as ‘chosen’ simply because of his abilities as a trainer (he can “control” his Pokémons, as old Tobias said). Ash found two of the three treasures by accident and managed to take those away.
