Is Buff Buu stronger than Super Buu?

Super Buu is much stronger. Recall that Goku himself stated that even if he and Vegeta fought Super Buu without the power he gained from absorbing the other fighters, they still would not be able to beat him. On the other hand Goku states he could potentially have killed Kid Buu.
