The Bureau of Motor Vehicles (BMV) here in Ohio doesn’t punch holes in a person’s driver’s license.

The Secretary of State’s Office (the Illinois version of a DMV) didn’t do it, either. If you’re in the US, I would expect the license could be used for bond, but “taking the license away” would be up to the DMV, not an officer.
