Should a 14 year old have a gaming PC?

The answer is a resounding NO. $3000 is for a computer that makes lots of high-quality 4K images in real time (as opposed to downloading a pre-made video like Netflix or YouTube does). That’s overkill, and definitely not something you buy a 14 year old with an interest in PC gaming.
