Should the fans on my AIO be intake or exhaust?
As intake, the fans should pull cold (relatively) air from the front into the case. If you put the AIO radiator on the front, you can configure the fans to pull cold(er) air through the radiator. Mounted as exhaust, the fans will push air through the radiator.
Should my top mounted radiator be intake or exhaust?
Generally, you want the case fans in front of the case drawing in air while the fans at the rear blow air out. If your case has vents at the top, they should be placed as exhaust fans because hot air will rise. Side-mounted fans should be used for intake, though they often don’t have air filters.

floor mounted case fan should always be intake, as it draws in cool air from the bottom underneath the case and blows it upward toward your exhaust fans on top. a well positioned fan on the bottom should lower your GPU temperatures significantly, but won’t do much for your CPU.
Is it better to push air or pull air through a radiator?
A Push configuration is more efficient in cooling when its blowing cool(er) air from outside the plenum through a radiator. A Push also makes your build louder. In Pull configuration the fan or fans are drawing an air stream out of the radiator.
Is a top mounted AIO good?
A top mounted AIO will recycle the hotter air from inside your case and will result in higher CPU temperatures. With a top mounted radiator, you will want to have good fans at the front of the case to supply the components with cool air and to keep decent airflow.

People who put an AiO on top will have it as exhaust. You can use an AiO as intake or exhaust, but having it as an intake at the front would give lower CPU temps. Make sure you filter the intakes too, and avoid putting intakes at the top of a case because heat rises, dust falls, and top intakes are not usually filtered.
