It takes ages to mass and fully upgrade mangs, not that hard to just rush him early, and dont let him build castles… There are lots of potential counters for Mangudai. My recommendations for unit counters are Skirmishers, Scorpions and Hussars. Skirms are the perfect anti archer counter, with decent pierce armour and bonus damage against archers.
