What direction does the sky appear?

Stars rise in the east and set in the west, just like the Sun and Moon do. It’s because the Earth spins from west to east, so everything in the sky comes into view as we spin towards it and leaves our view as we spin away from it. But depending on where you are, not all stars rise and set.

Is the sky down or up?

On Earth, the sky is “up” (not near the horizon, of course). That’s relative to the surface of the Earth’s or relative to the centre of the Earth. Thus, in the Northern hemisphere “up” is in a different direction from “up” in the Southern hemisphere. But, of course, it all depends on having points of reference.
