The diver’s body contains several litres of dissolved nitrogen, and the pressure gradient causes this nitrogen to pass back to the lung and into the counterlung. The oxygen is consumed, carbon dioxide is removed, and nitrogen accumulates, gradually reducing the percentage of oxygen in the counterlung.
