What is a low energy BLE device?

Bluetooth Low Energy (BLE), available in Android 4.3 and later, creates short connections between devices to transfer bursts of data. This lets BLE provide lower bandwidth and reduced power consumption compared to Classic Bluetooth. It is ideal for applications such as a heart-rate monitor or a wireless keyboard.

You can track a BLE device by its MAC address, only if device advertises its public address. BLE advertisement packet can contain other fields which may help you to distinguish devices in your use case. In your use case you can look at the advertisement packet of both the devices to distinguish them.
