TELC is tougher compared to other examinations. Both are fine (but depends on the universities) you choose. They are just for language proficiency only but they can’t state the worth of it. I havent heard of TELC but Goethe is generally preffered by Universities and also during visa interview at the embassy, they only accept Goethe certificate.
Is Goethe B2 harder to get into than Goethe C1?
Definitely much easier than any C1-certificate (Goethe or Telc-C1 for Hochschule)! What you REALLY want, is to get qualified for admission to MOST of German universities, I assume. NEITHER Goethe B2 NOR Telc B2 will get you there (though both may qualifiy for SOME courses – esp. math/informatics).
