In regards to the sheer number of quirks he can wield, Deku already surpassed All Might long ago, but only because of his special arrangement with the former One For All users. In this way, Deku has already surpassed All Might, while showing he can now reach the same insane speeds as the former hero.

Who would win in a fight between Naruto and Deku?

Jutsu would play an important part if Naruto really used any. for once Kunai would be useful, Naruto could throw them at minimum the same speed of a bullet and with a few hundred clones Deku would be a pin cushion. Naruto wins. Naruto would be several if not dozens of times more powerful.

Naruto in the beginning of the series is Kage level, he just has mental blocks that prevent him from unleashing his full power. Is Midoriya weak compared to other Shonen characters?

I love Naruto wholeheartedly but people need to stop saying Midoriya is weak compared to other Shonen like Kid Naruto. Kid Naruto was a beast and still the greatest shonen character ever created. But Midoriya is just as fast if not faster at 20\% in the manga than Naruto ever was as a kid.

Can Deku use all-for-one?

Now Deku could simply use a stronger version of All-For-One but the Same could be said for Naruto and the Kyūbi so this is more of a moot point but it would at least keep the playing field more level (as long as Deku holds up). I have also not taken into account any other factors like intelligence or Jutsu.
