Who owns PBS?

PBS is a private, nonprofit media enterprise owned by its member public television stations. PBS distributes programming to approximately 350 locally controlled and operated public television stations across the country and is funded principally by these member stations, distribution and underwriting.

What does the BBC own?

In the UK we own and run UKTV, a popular and successful network of commercial channels. Its leading brands – Dave, Gold, W, Drama, Alibi, Eden and Yesterday – span comedy, entertainment, natural history, factual and drama, and combine UKTV originals with much loved BBC programmes and other acquisitions.

I suspect PBS got a lot of British stuff (not all British stuff is BBC) because it was cheap, and a lot of it is stuffy old costume dramas that most people don’t watch.

Why are UK TV shows so popular in other countries?

For starters, UK TV tends to be in the English Language, so is aptly suited to audiences in English-speaking countries. Secondly. the British licence fee payers have generally funded most of these programs so they can be sold to other countries (particularly PBS channels) for a lower cost than a pure commercial production company.
