In Dragon Ball Super Chapter 63, Merus does fight Moro, but he holds back, as his goal isn’t to defeat the villain. Instead, he’s hoping to complete Goku’s training and give the Saiyan access to Ultra Instinct proper, which will allow him to defeat Moro and essentially anyone else he comes up against.

Why does merus decide to go back to Galactic Patrol HQ?

Merus does not believe Goku and Vegeta will be able to win, and so decides that he and the others will return to Galactic Patrol HQ to retrieve Buu. On the way back, Merus explains to Jaco that Moro is able to use the energy that he steals from planets in his attacks.
