Why did Naruto need hashirama cells?

So the users(Danzo, Madara, Obito, Tenzo) have used the awakened cells of Hashirama to plant in their body to awaken Wood Release. But in case of Naruto, cells were only planted by Tsunade to catalysed the regeneration of cells in the arms of Naruto, not to awaken Wood Release.

Is Naruto weaker than hashirama?
