Why do fans sound different on inverters?

The power supply from the inverter is not pure sinusoidal in nature. The inverter can’t synthesize pure sinusoidal AC from DC. This limitation causes harmonics in the power supply. When this non-sinusoidal AC supply feed to the ceiling fan, it makes noise.

Is it normal for a UPS to make noise?

Normally an UPS shouldn’t produce much noise or any while your power is good. Also note that UPS devices are designed to provide power for relatively short amount of time.
