Why do people not consider anime as art?

They don’t consider it art, because they’ve never had to appreciate the detail, time and effort it takes to create the art, animate it, dub it, and make sure it has a decent story with decent and wellmade characters.

Anime is an expression of art, which by tradition is drawn by hand, but now in the era of technology are made in various design programs. The Japanese Ministry of Education officially recognized anime as an art form and is considered one of the most important forms of artistic expression in modern Japanese culture.

Many would not consider Anime as a type of high-end art, in other words, fine-art, even if the work was done with traditional media.

They’re very unique at first, but their faces are mostly similar designs. Some benefits of keeping the same face is that the animators only have to learn that single type of face, meaning less time redrawing as they should be very used to it.
