Why is Diana not allowed to go back to Themyscira?

On Themyscira, Hippolyta is queen and she has resources to protect her daughter. Once Diana leaves the island, Hippolyta loses all of that control. She can do nothing to protect her daughter and she fears that Diana might fail and thus never return.
